Listed below are the new rules that went into affect 7/1/2005 for FIFA and IYSA games

U9 & U10 Keeper Punt Rule.

This will be in affect this Fall Season. If a keeper punts the ball on the fly over the midfield stripe. It is an Indirect Free Kick for the receiving team at the midfield stripe. A keeper may drop kick the ball over the half way line and according to IYSA it is a legal way of distributing the ball.

 

LAW 3 –Players

When there are too many player on the field. Offending player is Cautioned.  Restart is an Indirect Free Kick at the spot where play was stopped.

 

Law 5 – Referee

The referee has authority to take disciplinary sanctions, as from the moment he enters the field of play until he leaves the field of play after the final whistle.

The referee may change a decision with the help of the A/R's only if play has not been restarted or the match has been terminated.

 

Law 11- Offsides

Definition of offsides position:

Decision 1.

In the definition of offsides position, nearer to the opponents goal line means that any part of his head, body or feet is nearer to his opponents goal line than both the ball and the second last opponent. The arms are not included in this definition.

Decision 2.

The definitions of elements of involvement in active play are as follows: Infringing with play means playing or touching the ball passed to touched by a teammate. Infringing with an opponent means preventing am opponent from playing or being able to play the ball by clearly obstructing the opponents line of vision or movements or making a gesture or movement which in the opinion of the referee deceives or distracts an opponent. Gaining an advantage by being in that position means playing a ball that rebounds to him off a goal post, or the crossbar having been in an offside position or playing a ball that rebounds to him off an opponent having been in an offside position.

 

Law 12 - Fouls and Misconduct

Decision 4.

A tackle, which endangers the safety of an opponent, must be sanctioned as serious foul play (even a tackle from the front or side where intent is there to harm the opponent--even if they "get the ball" ie. Cleats are up.)

 

Law 14- The Penalty Kick

The Player taking the penalty kick infringes the Laws of the Game: If the ball does not enter the goal, the referee stops play and restarts the match with an indirect free kick to the defending team.

A team-mate of the player taking the kick enters the penalty area or moves in front of or within 10 yards of the penalty mark:

If the ball does not enter the goal, the referee stops play and restarts the match with an indirect free kick to the defending team.

 

Law 15- Throw-in

All opponents must stand no less than 2 meters (6 feet) from the point at which the throw-in in is taken.  If an opponent unfairly distracts or impedes the thrower: he is cautioned for Unsporting behavior and shown the yellow card.
